Abstract

Cette thèse porte sur un dispositif participatif devenu l’un des produits-phares de la communication du gouvernement vénézuélien à partir de son « tournant socialiste » en 2005 : le conseil communal. La première partie vise à reconstituer la sédimentation d’un certain nombre des invariants de l’imaginaire de l’État et de la figure du pouvoir au Venezuela, un imaginaire exploré sous l’angle de ses relations avec son ancien « centre » métropolitain, des projections européennes sur le « Nouveau Monde » à celles des gauches euro-américaines sur la « Révolution Bolivarienne ». A l’issue de cette reconstitution « par le haut » permettant d’identifier, dans leur profondeur socio-historique, les structures et acteurs présidant à la détermination du sens de l’institution, l’étude la saisit par le bas, au moyen de l’exploitation des résultats de deux séjours d’observation participante au sein d'un conseil communal de Caracas, et d’un dispositif expérimental explorant la relation entre le monde politique des enquêtés et celui de l’enquêteur, et entre le Venezuela et la France. A travers l’utilisation du miroir du film documentaire, les acteurs de ce dispositif de pouvoir seront amenés à mettre collectivement en scène le système de pouvoir local dans lequel ils s'insèrent, à reproduire des opérations discursives et symboliques caractéristiques des acteurs gouvernants, et ainsi à révéler le « condensé de gouvernementalité » que le conseil communal constitue et leurs rôles sur cette scène bien particulière de l’ordre politique vénézuélien du début des années 2010.

This thesis focuses on a participatory dispositive that has become one of the key products of the Venezuelan government's communication since its "socialist turn" in 2005: the communal council. The first part aims to trace the sedimentation of a certain number of invariants of the imaginary of the State and the figure of power in Venezuela, an imaginary explored from the angle of its relations with its former metropolitan "center", from European projections on the "New World" to those of the Euro-American lefts on the "Bolivarian Revolution". At the end of this reconstitution "from the top" allowing to identify, in their socio-historical depth, the structures and actors presiding over the determination of the meaning of the institution, the study seizes it from the bottom, by means of the exploitation of the results of two stays of participant observation within a communal council of Caracas, and of an experimental set-up exploring the relation between the political world of the interviewees and that of the investigator, and between Venezuela and France. Through the use of the mirror of the documentary film, the actors of this dispositive of power will be led to collectively stage the local power system in which they are inserted, to reproduce discursive and symbolic operations characteristic of governing actors, and thus to reveal the "condensed governmentality" that the communal council embodies and their roles on this very particular scene of the Venezuelan political order of the early 2010s.
