Pratiquer et recevoir le travail social : une ethnographie des associations et services publics d'aide sociale à l'ère néolibérale.

Abstract
En questionnant différents dispositifs d'aide à destination des personnes considérées comme démunies, cette thèse propose d'interroger l'aide sociale comme une modalité de gouvernement des fractions précarisées des classes populaires dans un contexte d'accroissement des politiques sociales néolibérales. La thèse repose sur un travail de terrain de plus de quatre ans portant sur trois institutions d'aide sociale : une fédération du Secours populaire français, une Maison des solidarités du Conseil départemental et un centre social affilié au Mouvement national des chômeurs et des précaires (MNCP). Sur la base de 65 entretiens et d'une ethnographie au long cours, la thèse comprend l'analyse des relations entre les aidants (bénévoles, travailleurs sociaux, salariés du centre social) et les aidés (bénéficiaires de minima sociaux, sans-papiers, travailleurs pauvres, chômeurs). La thèse interroge les recompositions du champ de la protection sociale entendue au sens large (associations caritatives et de lutte contre l'exclusion, services publics d'aides sociales). La première partie de la thèse revient sur l'augmentation de la pauvreté et la fermeture de nombreux services publics suite aux confinements successifs en France, qui ont produit un effet de saturation des institutions étudiées. La deuxième partie interroge la socialisation et les trajectoires des aidants ainsi que leurs différentes visions du principe assistanciel et les diverses luttes qu'ils mènent pour définir ce que doit être l'aide aux démunis. La dernière partie de la thèse revient sur le face à face aidants/aidés en montrant comment les premiers effectuent un travail de normalisation de la vie privée et du comportement que les seconds doivent adopter au sein des institutions. Les aidés ne sont pas passifs face à ce travail de normalisation ; ils y résistent et/ou s'y conforment. Enfin, l'objectif de la thèse est de montrer comment l'essor des politiques néolibérales, appliquées au sein du champ de la protection sociale, contribue à déposséder les aidants de leurs capacités d'aide et de leurs marges de manœuvre. Cette dépossession les contraint à accentuer un gouvernement des conduites des aidés dans un contexte de manque de moyens chronique.
,By examining various social welfare institutions, this thesis proposes to examine social aid as a means of governing precarious sections of the working classes in a context of increasing neo-liberal social policies. The thesis is based on over four years' fieldwork in three welfare institutions: a federation of Secours Populaire Français, a Maison des Solidarités run by the Departmental Council and a social centre affiliated to the Mouvement National des Chômeurs et des Précaires (MNCP). Based on 65 interviews and a long-term ethnography, the thesis includes an analysis of the relationships between carers (volunteers, social workers, social centre employees) and those being helped (recipients of minimum social benefits, undocumented migrants, the working poor, the unemployed). The thesis examines the changes taking place in the field of social protection, understood in the broadest sense (charities and associations working to fight exclusion, public welfare services). The first part of the thesis looks at the increasing poverty and the closure of many public services as a result of successive confinements in France, which have had the effect of saturating the institutions studied. The second part examines the socialisation and trajectories of carers, as well as their different visions of the welfare principle and the various struggles they wage to define what assistance to the disadvantaged should be. The final part of the thesis returns to the face-to-face relationship between carers and cared-for, showing how carers work to normalise the private lives and behaviour that cared-for people must adopt within institutions. The cared-for are not passive in the face of this work of normalisation; they resist it and/or conform to it. Finally, the aim of the thesis is to show how the rise of neo-liberal policies, applied within the field of social protection, contributes to dispossessing carers of their ability to help and their room for maneuver. This dispossession forces them to accentuate the government of the behaviours of those being helped in a context of chronic lack of resources.
