Abstract

L’Inde, Etat fédératif, connaît un phénomène de centralisation des pouvoirs financiers est en cours depuis 2015. Deux types d’outils sont utilisés afin de permettre cette tendance centripète : des institutions contrôlées par le pouvoir exécutif fédéral (le NITI Aayog et la Commission des finances) mais aussi des instruments financiers et fiscaux modifiés (l’accroissement des subventions conditionnelles) ou créés (la taxe sur les produits et les services).
The Federation of India develop a centralization of financial powers that has been in progress since 2015. Two types of tools are used to enable this centripetal trend: institutions controlled by the federal executive power (the NITI Aayog and the Finance Commission) but also financial and fiscal instruments that have been modified (the increase in conditional subsidies) or created (the tax on goods and services).
